Recreational Licensed Child Care

Behavior Policy (Abridged): The goal of the Department of Recreation and Parks’ Recreational Licensed Child care (RLC) program is to provide a safe and structured environment for children to have fun while participating in meaningful group recreational activities. The RLC program has a behavioral policy with standards of conduct enforced through the use of discipline, up to and including expulsion from the program. The Department makes every effort to assist children and their parents in modifying a child’s behavior before his or her actions become a serious enough threat to require suspension. But the primary concern of the Department must be the safety and well being of all participants, even though it may cause inconvenience to parents in a particular case. Top

- Programs and staff are licensed through the Maryland Department of Education; Office of Child Care.
- To register, child must be attending school at the same location as the desired program.
- Before child can participate, parent must complete all forms including child's health inventory, which may require a physical (see Required Forms).
- The Department of Recreation and Parks, a recognized leisure industry leader in opportunities for individuals with disabilities, is pleased to comply with the Americans with Disabilities Act (A.D.A.) regulations. - All programs must meet minimum registration requirements by July 11 of the program year.
- We offer optional full-day programs (additional fee per day per person) for some school holidays and closings.
- All fees are based on full-time participation and subject to change. No prorated fees. Payment is due monthly.

Applications for Care
You do not need to submit required forms with this application. You will receive the forms in a registration packet if your child is admitted into the program.

Registration for 2010-2011 Early Learning Centers, Elementary, Middle School and T.R.E.C. programs are now open on a first come first served basis. Contact the RLC Registration Staff, (listed below), to enroll or check on availability. September's prepaid fee is refundable up until August 6, 2010. Written request (email to Janet Fouke is sufficient) is required by that date.

We hope the following information will make your life a little simpler.
- 2009-10 Current School Year Elementary School Application
2009-10 Current School Year Middle School Application
- For your convenience, payments, using Visa or MasterCard, may be completed online. You must have an approved online account to access this feature. If you haven’t already done so, request an online account by visiting our Online Registration site and clicking Request Account. Approval can take 24-48 hours. After receiving your confirmation email, log on to your account; go to account options; and select “Pay on Account.” Child care fees should appear online before or by the 7th each month and payments are due on or before the 17th of each month.The online payer must match the payer we bill each month based on which parent signed the Child Care contract under Required Forms.
- If you prefer, you can complete an Auto-Deduct Form and we’ll process your payment every month. The forms are available from the site staff or by calling one of the RLC registration numbers listed below. For those of you who already take advantage of this service, remember that the form must be re-submitted each school year.
- On-line Banking parents: recently we have received quite a few checks for childcare payments, from the on-line banks that are post-dated. Howard County Recreation and Parks cannot process post-dated checks. Please be clear to your bank as you authorize payments that the date on the check cannot be later than their mailing date. If the date on the check is after the grace period required, the late fee will be accessed!
- Registration for 2010-2011 Early Learning Centers (Licensed Preschools), Elementary, Middle School and TREC programs are all open now on a first come first serve basis. Applications are available above or at the main office.
