A priority for us in District 3 is to provide a "user friendly" service to our constituents. We realize that it can be frustrating when trying to locate the correct Howard County Department that you need to speak to in order to answer a question or concern. Also, you may not know who to talk to in order to resolve an issue. We can help! Call us at any time to facilitate issues or concerns that you may have.

As always, I am available to meet with community organizations and residents to address specific issues and concerns. It's one of my favorite ways of learning what your concerns are and how we can go about addressing them for the benefit of everyone.

GOOD NEWS FOR HOWARD COUNTY PROM ATTENDEES

The County has announced that it will award all 12 high school’s Parent Teacher Student Associations (PTSA) grants of $2,000 from the Drug Asset Forfeiture fund to use at each school’s “Project Safe and After Prom” party this spring. The money from this fund will be used to pay for facility rental, food and refreshments, and/or entertainment at each school’s “Project Safe and After Prom” party.

Since the mid-90’s, various high schools throughout Howard County have been hosting after prom parties. It wasn’t until the early 2000s, that the PTA Council of Howard County formalized these efforts with the Project Safe and After Prom committee. Since this time, after prom parties have experienced a surge in popularity and thus an increase in cost. Although high school PTSAs spend most of the year raising money for the party, paying for these events has become a growing challenge. As a result, the County was approached by a number of parents this past year seeking financial assistance to host this spring’s after prom events. Upon listening to their concerns and after careful consideration, the County realized the Drug Asset Forfeiture Fund would be a good fit.

“This announcement is about prioritizing two of our most fundamental resources: public safety and education,” said County Executive Ulman. “Project Safe and After Prom allows our PTSAs to utilize education and prevention to show today’s youth how to have fun and be responsible at the same time by eliminating the dangers of drugs and alcohol.”

“These after prom events are key to keeping our teens safe during the prom season when statistics show traffic deaths among teens are higher than any other time of year,” said Police Chief McMahon. “This grant will allow us to better protect our kids on a night when we know students are out and may be tempted by the dangers of drugs and alcohol.”

The “Project Safe and After Prom” program focuses on promoting healthy and safe teen behaviors through resources and activities. In addition, the program advocates for and assists the efforts of high school PTAs in coordinating alcohol-free and drug-free after prom events. Such events provide a safe alternative to the private after prom parties where peer pressure often encourages underage drinking, drugs, and unhealthy and dangerous teen behaviors. Since the program’s formalization, after prom events have become a staple to the prom night experience. In 2009, 64% of Howard County high school students attended these after prom parties, an increase of 24% from 2005 when around 40% of students attended an after prom program event.

As part of the Howard County Police Department’s drug enforcement activities, the Department has the ability to confiscate property and assets used in violation of State controlled substances laws. The County can then either retain the cash or sell a tangible item and retain the proceeds from that sale. These monies are then directed to a County controlled Drug Asset Forfeiture fund.

I am pleased to share that the County has officially launched new video streaming technology that will enable the public to view County Council public hearings and legislative sessions through the Internet. The Council sessions will be available either live or on demand, at the viewer’s convenience, from the “webcast” link on the homepage.

This is part of our initiative to make the county government more accessible to the community and to create more public input options. We began with the Public Engagement in Land Use Task Force and we received a number of good recommendations from them that we continue to implement. For example, we have revised the website for proposed development plans to be more user-friendly. We have expanded the use of electronic sign up for testimony to the Council. We have established a response message to those who choose to email their comments to us using the Council Mail e-mail
councilmail@howardcountymd.gov.

Increasing opportunities for openness and responsiveness is a hallmark of my term on the Council.

HOWARD COUNTY'S IMPROVED DEVELOPMENT TRACKING TOOL

The Department of Planning and Zoning has an improved web-based tool that will make it easier to track development projects in Howard County. The new system was created in partnership with the County’s Department of Technology and Communications, and designed to be more user-friendly.

“This new tracking system will make it easier for the public to find information about development projects of interest, even as far back as the Year 2000,” said County Executive Ken Ulman. “It is part of our effort to improve our communication with the community and keep residents well-informed.”

Highlights of this enhanced technology are:

  • Improved imagery and mapping capabilities
  • Comprehensive development activity data
  • Scanned images of completed plans
  • Staff contact information for each development project
Under the old on-line system viewing images and maps was slow, and it was often difficult to find information. The new system tracks data for current and previous (up to the year 2000) development activity, including: pre-submission community meetings, hearings, development plans and waiver petitions.

“We’ve been working on making it easier for residents to find out what development projects are happening in their neighborhood and throughout the county,” said Jennifer Terrasa, Vice Chair of the Howard County Council. “I think they will be pleased with the improvements we have made.”

COMMUTER AND TRANSIT INFORMATION

Howard County is working to make commuting easier for our residents. To find out about commuter options and public transportation, you can now contact Commuter Solutions of Howard County. This office will provide free carpool/vanpool matching services and transit information to county residents as well as those who work in the county. Two new publications, A Guide to Transit Services in Howard County and a Howard County Park and Ride Map are available upon request. You can contact Commuter Solutions by calling 410-313-3130. MARYLAND ACCESS POINT

Maryland Acces Point (MAP), part of the Howard County Department of Citizens Services, Office on Aging, is an information and assistance gateway for older adults, persons with disabilities, family members and caregivers. Types of information offered include: Respite and Home Care, Long-Term Care, Adult In-Home Evaluation, Aging in Place/Home Modifications, Retirement/Planning for the future, Medicare and Health Insurance, Housing, Transportation and much more. Seniors Events Shuttle

The Columbia Association’s Senior Advisory Committee sponsors a FREE curb-to-curb evening and weekend transportation shuttle to cultural events throughout Howard County for groups of 4 or more seniors ages 60 and over.

You may have heard that over 600 more of our Maryland National Guard personnel have recently been activated and are now serving our Country in Operation Iraqi Freedom in Iraq. My son, 2nd Lt. Ryan Newnan is one of these members and is serving as an Infantry Platoon Leader in the Maryland National Guard 175th Infantry in Iraq.

I recently learned from one of our contacts for National Guard families that our soldiers can make and receive cellular telephone calls in Iraq if they have the proper phone and SIMM card. The calls for them are expensive but it gives the families a little peace of mind knowing that they can get in touch with their soldier or their soldier can call them if necessary. I know that this works because I recently purchased a phone for my son and sent it to him and was able to call him directly after he had purchased a local SIMM card. I have been told that all Cingular Wireless (now AT&T) phones as well as T-Mobile phones will work because they are the GSM technology.

I am reaching out to all my professional and personal friends to try and collect as many working Cingular Wireless (AT & T) and T-Mobile phones WITH chargers that we can send to the men and women of the Maryland National Guard currently serving in Iraq. The soldiers will in-turn purchase the SIMM cards and pre-pay for the minutes for the use of the phones. Many of our citizen soldiers who have been activated are facing financial burdens...not making the same money they were in their civilian jobs, and this would be a great cost savings for them...rather than purchasing new phones.

I know many of you probably have good working phones laying around from "upgrades" as do I. Unfortunately, all my phones are Verizon and are not compatible.

If you would like to donate your old working Cingular Wireless (AT & T) or T-Mobile phones and chargers to this worthy cause, they can be dropped off at either the Northern or Southern District Police Station Duty Officer with my name noted on the package. I will take these phones and have them "unlocked" by the respective companies so they can be used by other carriers in Iraq. I will then coordinate with the MD National Guard to insure that these phones reach our troops.
