Thank you for taking the time to visit the District 5 web site. I would like to use my web page to bring you information concerning events of major importance in District 5. I also want to give you the opportunity to share your concerns and suggestions. I am in the process of building a database so I can get information out as quickly as possible. SLIDE TRASH & RECYCLING SCHEDULE/ During inclement weather, every effort will be made to continue to provide scheduled collections. If collections are cancelled due to snow, ice, or other severe weather, pick-up will be made the following week on your scheduled recycling day, if possible, or when road conditions permit. By implementing a slide schedule, Howard County increases the level of collection service by adding several collection days per year. If any of the major holidays fall during the work week (Monday-Friday), all collections scheduled on or after the holiday will 'slide' and be made one day later that week. Please remember, all items to be collected must be out by 6 a.m. on the day of collection. ELECTRONIC COUNCIL INFORMATION Electronic services include automatic e-mail delivery of Council agendas and meeting information. Howard County residents who wish to be placed on an e-mail list for such mailings may send their requests to the Council Administrator at slegendre@howardcountymd.gov. To contact all Council Members on an issue send an e-mail to councilmail@howardcountymd.gov. There is no charge for these electronic services, which have been made available as part of the Council's ongoing effort to improve citizen participation in the legislative process by making information widely available. To contact us - click here. Citizens who wish to testify at the Howard County Council’s legislative hearings may sign-up to testify electronically. The new web-based sign-up sheet may be accessed from the Council’s home page: The form includes space to insert the text of written testimony. Those registering will receive an e-mail confirming that the Council has received their message with a convenient link to expedite future registrations. The system will generate for the Council members a list of bills and resolutions with the names of people registered to testify in the order in which they signed up. People will be called to testify on each bill or resolution in the order in which their names appear on this list. Those who do not have access to a computer may continue to register at the Council’s hearings, where staff will be available to assist with electronic sign-up, or they may call the Council’s office during regular business hours for assistance by telephone. Electronics Recycling Trashing your old PCs and electronics does not compute, eCycle instead! Computers and other consumer electronics are a rapidly growing part of the solid waste stream. County residents need outlets to properly dispose of their old equipment. Computers, televisions and other electronic equipment can contain toxic materials as well as valuable metals such as gold, silver and palladium, and can be recycled through special programs. INSPECTIONS, LICENSES AND PERMITS Online Permit Tracking System Howard County Department of Inspections, Licenses & Permits has gone live with an online component of their automated permitting process. The new service will allow permit applicants to track the status of their permits from application all the way through final inspection. The link to the “citizen access” module can be reached from the Department’s webpage dilp.howardcountymd.gov and then clicking on “Online Services” (or go there directly by clicking here). Once on the site, users can look up permit information on any building, grading, plumbing, mechanical, electrical or sign permit, by choosing the “Permit” tab; there is a separate tab for fire permits. To perform a “general search,” users must enter the permit number or the address. In addition to checking an address to see if any permits have been applied for at any given location, users can see specifically which agencies have reviewed or approved the permit. Users will also be able to view specifically who reviewed or inspected their permits and their associated comments. PLANNING AND ZONING INFORMATION Visit the Department of Planning and Zoning to find information on department brochures, zoning issues and contact information. Planning Board Meeting begin at 7 p.m. on the first and third Thursday of each month. They are held in the Ellicott2 Room on the first floor of the Ascend One Building, 8930 Stanford Boulevard, Columbia. It is important that you verify the meeting dates and times in advance. Please call 410-313-2393. CURIOUS ABOUT A NEIGHBORHOOD DEVELOPMENT? The Department of Planning and Zoning has launched a new and improved web-based tool that will make it easier to track development projects in Howard County. The new system was created in partnership with the County’s Department of Technology and Communications, and designed to be more user-friendly. It tracks data for current and previous (up to the year 2000) development activity, including: pre-submission community meetings, hearings, development plans and waiver petitions. To try out the new development tracking tool, either clicking here or visit the Department of Planning and Zoning’s homepage and click on “Search Development Plans & Public Meetings” under the “What’s New” section. PRE-SUBMISSION COMMUNITY MEETINGS A pre-submission community meeting is required prior to the initial submittal of plans for any new residential development (Section 16.128 of the Subdivision & Land Development Regulations), prior to the submittal of a petition for a Conditional Use (Section 131.F), or a zoning map amendment. Meetings must be held between 6:00 p.m. and 8:00 p.m. on a weekday evening or between 9:00 a.m. and 5:00 p.m. on a Saturday. In addition, the meeting shall be held within 5 miles of the proposed development site in a public or institutional building. This link will provide the ability to search a pre-submission meeting. You can visit the DPZ customer service counter to learn more about the project and review any plans that are filed. You may also schedule to meet with a planner to discuss the project in more detail.
